Cait Conley’s Mission to Win the 17th Congressional District

On July 23, 2026, Cait Conley (Democrat) gave remarks as a guest speaker at an open meeting  of the White Plains Democratic City Committee (“WPDCC”). As a decorated combat veteran,  her next and perhaps most important mission is to prevail and declare a resounding victory in  the November general election for New York’s 17th Congressional District (NY-17) in the U.S.  House of Representatives – after winning the most recent primary election this past June. It’s no  secret that Conley is challenging incumbent Congressman Mike Lawler (R-NY), who has  occupied that seat since January of 2023. 

NY-17, a swing district, is a key battleground seat to flip the House Chamber^[1]. It is adjacent to  the City of White Plains, covering most of Northern Westchester County, portions of southern  Dutchess County, and all of Rockland and Putnam Counties. 

Conley would bring a wealth of experience to Congress as a bright leader. She is a fourth generation Hudson Valley native and the daughter of a postal worker and a construction worker.  Her credentials are exceptional. She is a graduate of West Point, Harvard, and Massachusetts  Institute of Technology (MIT). Her military background consists of serving as an active-duty  Army officer for 16 years, during which time she was deployed six times to combat terrorism. She  subsequently served in former President Joe Biden’s administration by leading counterterrorism  efforts on the National Security Council and at the Cybersecurity and Infrastructure Security  Agency (CISA). She has dedicated most of her life serving others. Her extensive record of  public service, coupled with fighting for and protecting our freedoms, makes her a most  prominent and distinguished candidate. 

Conley’s remarks to members of the WPDCC and others in attendance were moving. Her  passion and charisma could be seen and felt. She won the June 23rd primary election to secure  the Democratic nomination for NY-17 by a victory margin of nearly 18%^[2]. That should be telling  as to how much support she is continuing to garner. And her movement is only growing. 

Conley’s platform leads with lowering costs and affordability, including holding monopoly utilities  and pharmaceutical companies accountable, and creating a public option to lower healthcare  premiums through competition. She has also pledged to champion a ban on stock trading by  members of Congress, and to defend Medicaid, Medicare, and Social Security against cuts  while codifying reproductive rights in federal law. Although the campaign is enthusiastic, Conley is taking nothing for granted at this early stage.  During her remarks at the WPDCC meeting, she acknowledged that it’s a difficult challenge with  a long road ahead to unseat Lawler. However, her prior military experience shows that she is  battle tested in more ways than one for this critical fight in flipping NY-17. By all accounts, she is  continuing to build larger coalitions, rallying voters, and exhausting all efforts to decisively win  her bid for NY-17. 

Conley’s campaign is also in active talks to schedule public debates with Lawler over the next few months as we approach closer to the general election. One thing is evident: Conley has no  fear — only ambition to emerge victorious in the hotly contested seat for NY-17. 

The WPDCC enthusiastically supports Cait Conley. Should she succeed, her victory may  generate a new Democratic majority in the House of Representatives — thus creating a  roadblock for the current administration’s plans to enact unpopular drastic measures and  unprecedented reforms that are hurting our country.
