Voting is one of the most powerful ways to shape the future of our community, our state, and the White Plains Democratic City Committee is here to help you every step of the way. Whether you’re a first-time voter or a longtime resident, it’s important to make sure you’re registered, know your voting options, and understand what’s on the ballot. You can vote early, by absentee ballot, or in person on Election Day — whatever works best for you. Registration Deadlines
New Yorkers must register to vote by certain deadlines to be eligible to vote in Village, Primary, Special, and General Elections. There are also deadlines for making changes to your registration, such as changes to address or enrollment.
November 4, 2025 General Election Deadlines
Mail Registration
Applications must be received by a board of elections no later than October 25, 2025 to be eligible to vote in the General Election.
In Person Registration
You may register at your local board of elections or any state agency participating in the National Voter Registration Act, on any business day throughout the year but, to be eligible to vote in the General Election, your application must be received no later than October 25, 2025.
In order to register to vote, you must:
be a United States citizen;
be 18 years old (you may pre-register at 16 or 17 but cannot vote until you are 18);
resident of this state and the county, city or village for at least 30 days before the election;
not be in prison for a felony conviction;
not be adjudged mentally incompetent by a court;
not claim the right to vote elsewhere.

Please note: When you are downloading the English or Spanish voter registration form, the default printer settings may be set to legal (8.5 x 14 inch) paper. Please adjust these settings if you do not have this size paper available to avoid your registration from being rejected. Once the form is printed, sign it in blue or black ink. Only an original copy can be submitted. We cannot accept any kind of digital or portable-document file-generated signature (ie. Adobe Acrobat).

Change your party membership (Please note: An application to change one's party enrollment for the primary election in any year must be received by the board of elections no later than February 14th of that year. Party changes received on or after February 15th, will be placed on hold until seven days after the June Primary.)

How to Request a Voter Registration Card Please contact us at 914-995-5700 for a new voter card, or visit our office at 25 Quarropas Street, White Plains, NY to request one in person. How to Cancel Your Registration In order to have your name removed from the voting rolls, pursuant to N.Y. Election Law section 5-400, you must send a written letter to our office requesting to have your registration canceled. The written letter must contain an original signature, an emailed copy cannot be accepted. You may also cancel your registration using the Authorization to Cancel Registration Form listed below. Victims of Domestic Violence N.Y. Election Law (5-508) allows victims of domestic violence to apply for a confidential registration by delivering a sworn statement to our office stating they are a victim of domestic violence and they wish to have their voter registration record kept confidential because of the threat of physical or emotional harm to themselves or a family or household member. Their voter registration record will be kept separate and apart from other registration records for four years and not be made available for inspection or copying by the public or any other person, except election officials acting within the course and scope of their official duties. Under a separate section of the law (11-306), they can also be excused from going to their polling place to vote and get a special ballot. 2025 General Election – November 4, 2025
What is Early Voting? Early voting for the General Election is a nine (9) day period where voters can vote in-person before Election Day in Westchester County.
Who can vote early? For the November 4, 2025 General Election – All registered voters in the County of Westchester can vote early.
When can I vote early? Early Voting will begin prior to the General Election. The early voting period will be from Saturday, October 25, 2025 through Sunday, November 2, 2025.

How will I vote during early voting? Voting during early voting is the same as voting on Election Day. When you get to the early voting center, you will check in to vote, receive your ballot and vote as any other election.
There will be instructions available at the early voting centers to familiarize you with the ballot. There will also be a notice to voter and bill of rights. You may ask an election inspector to explain how to vote, or if you need any assistance.
If you vote during the early voting period, you are not eligible to vote on Election Day.
When will early voting results be posted? Early voting results will be canvassed and reported after 9 pm on Tuesday, November 4, 2025 for the General Election.
Can I still vote by an early vote by mail ballot? Yes. Any registered voter in Westchester County may apply for an early mail ballot.
Can I still vote by absentee ballot? Yes. If you are out of your home county, or if you live in New York City, are outside of the five boroughs, or if you are permanently or temporarily disabled, ill or are the primary care giver for one or more people who are ill or physically disabled, or a resident of a Veterans Hospital, or detained in jail awaiting Grand Jury action or incarcerated for an offense other than a felony you may apply for an absentee ballot.

Who May Apply for an Early Mail Ballot?
Any registered voter may apply for an early mail ballot. Each person must apply for themselves. It is a felony to make a false statement in an application for an early mail ballot, to attempt to cast an illegal ballot, or to help anyone to cast an illegal ballot.
Restrictions on Machine Voting:
Any voter who is issued an Early Mail ballot, and who subsequently attempts to vote in person, must only be allowed to vote via affidavit ballot. The affidavit ballot will be kept separate until the election is completed. Election officials will verify whether the voter’s early mail ballot has been received. If the voter’s early mail ballot has been received, the affidavit ballot will not be counted. If the voter’s early mail ballot has not been received, the affidavit ballot will be counted.
Voter registration lists shall indicate that an Early Mail ballot was issued.

You may apply for an early mail ballot in any of the following ways:

If you are visually impaired and require a ballot with accessible features you may apply using the online Accessible Absentee Ballot Application portal.

All early mail ballots include a pre-paid Return Ballot Envelope. Place the Security Ballot Envelope in the Return Ballot Envelope. (This envelope will have the return address of the Westchester County Board of Elections on the outside and should have a logo that reads, “Official Election Mail”.) The Return Ballot Envelope does not require any additional postage.
Seal the Return Ballot Envelope.
You may return the ballot in any of the following ways:
For the November 4, 2025 General Election:
Put it in the mail ensuring it receives a postmark no later than November 4th.
Bring it to the Westchester County Board of Elections Office no later than November 4th by 9 PM.

Qualifications to Vote by Absentee Ballot
Absent from your county or, if a resident of New York City absent from the five boroughs, on Election Day.
Unable to appear at the polls due to temporary or permanent illness or disability.
Unable to appear because you are the primary care giver of one or more individuals who are ill or physically disabled.
A resident or patient of a Veterans Health Administration Hospital.
In jail or prison for any reason other than a felony conviction. This includes anyone who is awaiting grand jury action, awaiting trial, or serving a sentence for a misdemeanor.
New Absentee Ballot Procedure – Restrictions on Machine Voting:
Due to a recent change in law, New York State voters are no longer permitted to cast a ballot on a voting machine if they have already been issued an absentee ballot for that election. Voters who have already been issued an absentee ballot can still vote in person using an affidavit ballot. The affidavit ballot will be kept separate until the election is completed. Election officials will verify whether the voter’s absentee ballot has been received. If the voter’s absentee ballot has been received, the affidavit ballot will not be counted. If the voter’s absentee ballot has not been received, the affidavit ballot will be counted.
Voter registration lists shall indicate that an Absentee Ballot was issued.If a voter requests a second absentee ballot, any previously issued absentee ballot that is returned by the voter will be set aside unopened to provide the voter a chance to return the second ballot, unless the first ballot has already been opened. If both ballots are received before the return deadline, the ballot with the later postmark date is accepted and any other ballots that have been received are rejected, unless the first ballot has already been opened. If a voter submits more than one timely absentee ballot and cast an affidavit ballot, the last received ballot, either submitted in person during the election or by mail within the absentee return deadline, will be canvassed.

By sending a letter to the Westchester County Board of Elections: 25 Quarropas St., White Plains, NY 10601, the letter must contain the following information:
Name and date of birth of the voter
The address where you are registered
An address where the ballot is to be sent
The reason for the request, and
The signature of the voter
If you apply by letter:
An application form will be mailed with your ballot. The application form must be completed and returned with your ballot.
If you cannot pick up your ballot, or will not be able to receive it through the mail:
You have the right to designate someone to pick it up for you. Only that person designated on your application may pick up and deliver your ballot. Please note: The maximum amount any person can pick up is five (5) ballots including their own.
If you are permanently ill or disabled:
You have the right to receive an Absentee Ballot for each subsequent election without further application. Simply file an application with the Westchester County Board of Elections indicating permanent illness or physical disability. You will then automatically receive an absentee ballot for every election until your registration is canceled.
Accessible Absentee Voting
Voters with a print disability, which means any disability that interferes with the effective reading, writing, or use of printed material, that require a ballot with accessible features may apply using the online Accessible Absentee Ballot Application portal: https://ballotapplication.elections.ny.gov/home/accessible
Print disabilities include blindness, low vision, dyslexia, dysgraphia, learning disabilities, and physical disabilities that limit writing abilities.
Voters using the accessible absentee ballot system in need of printing services in order to print their ballot can access such services at certain public printing resources, including but not limited to, libraries, print stores, shipping stores, and office supply stores. Voters should contact their local printing resources for details on the printing services offered.
In-person voting using an accessible Ballot Marking Device (“BMD”) during early voting or on Election Day is still available to voters with a disability who do not want to vote by absentee ballot using the accessible absentee ballot system.

Mail Time Considerations When Returning an Election Ballot
When mailing your completed ballot, the USPS recommends that voters allow enough time for ballots to be returned to the Board, which is generally seven days ahead of the election. Voters who mail in their ballots on Election Day must be aware of the posted collection times on collection boxes and at the Postal Service’s retail facilities, and that ballots entered after the last posted collection time will not be postmarked until the following business day.
Absentee Cures
There are certain errors or problems that can occur when a voter completes an absentee ballot envelope. Many of these errors or problems are curable by means of filing a cure statement with your board of elections. If your ballot envelope has a curable defect, you will receive a notice from the board of elections. The cure process is described here: CuresProcess2021Guidance.
